ROLES AND RESPONSIBILITIES:
Acting Head of Department (Estate & Security)
- Management of essential services and supporting processes that support the core business of Singapore Art Museum
- Conduct benchmarking, prepare policies and procedures related to Health & Safety as well as other areas under the purview of the operations department for the new building, while ensuring that best practices of the industry are incorporated
- Contactable 24/7 to respond appropriately to emergencies or urgent issues related to Estates & Security as they arise
- Project management, supervision and coordination of the team and vendors to ensure projects are completed satisfactorily and as per contract agreement (where applicable). Ensure projects are on time & within budget and follow up on any deficiencies
- Preparing documents and carrying out procurement and tenders for the department
- Preparing and planning budgets for the museum’s maintenance, upkeep and repairs, ensuring that all operating costs fall within structured budget
- Planning for future developments and initiatives for the museum’s estate and security department in line with strategic business objectives
- Manage the Estate & Security Team - ensuring the team is competent in their responsibility
- Plan for team’s personal & career development
- Conducting training for staff on key areas of responsibility where necessary
- Planning and implementing an appropriate, preventive & periodic maintenance regime for building-related equipment to be installed in the new building
- Conducting research, preparing/reviewing reports, evaluating and recommending the adoption of various systems to be implemented in the new building under Estates & Security purview
- Working with Exhibitions, Projects and Curatorial departments to ensure the infrastructure of external sites can support the requirements of the exhibition and the relevant Health & safety standards
- Spearhead the implementation of Workplace Safety & Health for SAM as the Risk Champion
- Setup the relevant work processes, policies and procedures adhering to the risk assessments carried out as part of Bizsafe
- Implement and maintain the Bizsafe Risk Register and document register for the organisation
- Conduct Risk Assessments for works to be carried out both internally and with external vendors, to ensure that the appropriate risks are mitigated before allowing works to proceed
- Liaise with MCCY and all relevant authorities on matters related to Greenmark gold
- Ensure appropriate policies, procedures and equipment/setups are developed and implemented to maintain Greenmark Gold certification
- Undertake other related duties and projects as assigned
Other Areas of Responsibility

- Electrical system
- Sanitary plumbing and drainage
- Fire Protection Systems of the Buildings
- Building Automation System
- Ensure the building and equipment is in good and presentable condition, befitting the image of Singapore’s Contemporary Art Museum, by making sure it is in a good state of repair, cleanliness, and overall maintenance at all times by taking charge of the following:
- Building Services
- Pest Control Management
- Overall Operations
- Security Officers
- Cleaning Team
- Business Continuity Plan
- Events Management
- AV System
- Tenant Management
- Museum Rental
- Fire Safety Management
- Workplace Health & Safety Management
- Security system
- CCTV
- Card & Door Access
To take charge of and account for the utilities of the museum and ensure that appropriate measures and initiatives are taken to always minimise the cost to the museum
To take on the role of Fire Safety Manager for the museum
- Always ensure that fire safety requirements contained in the Emergency Response Plan comply with SCDF requirement
- To assess exhibition setup both internally and externally to ensure compliance with the Fire Code and/or SCDF requirements
- To ensure events and workshop organize by Singapore Art Museum complies with SCDF requirements
- To report any areas of non-compliance with the Fire Code to Management and to issue stop-work orders as necessary
- Conduct daily checks within the premises and remove any fire hazard that is found within the premises
- Conduct fire drills for the occupants of the premises at least twice within every calendar year
- Ensure that all occupants are familiar with the means of escape located within the premises
Pest Control Management
- Ensuring Museum is always free from pests
- Recommending and implementing preventive measures as necessary
- Check on Vendors for their performance and service done as per contract agreement
- Check on Artwork coming from external to ensure pest-free
- Monitor pest activity and update vendors for preventive maintenance
Liaising with Authorities
- Submission of GLS and PSTLE quarterly to MCCY
- All other submission to Authorities, SCDF, BCA, URA on all estate matters
Contract Management
- Ensure all servicing and requirements for all of the above are carried out as stipulated in the condition of the contract
- Ensure all contracts renewed on time
- Preparation of requirement specification
JOB REQUIREMENTS:
- Degree in Estate or Facilities Management, Building or Engineering will be an advantage
- At least 8 years of work experience in a relevant field, and experience in cultural/monuments an advantage
- Be familiar with building, fire and construction regulations
- Good team player
- Effectively bilingual with good written and verbal communication skills, interpersonal skills, and enthusiastic for creative challenges
- Meticulous and detailed in planning
- Able to multi-task, work in a fast-paced environment, have excellent time management skills, and able to perform on the job supervision
